ABSTRACT

COMMUNICATION: AT THE CROSSROADS OF THE CONSTRUCTION citizenship. Citizenship can only be understood as an active attitude to promote changes in the social order as part of the commitment assumed to belong to a political community. The exercise of citizenship is also associated with the ability to influence and participate. Today participation is directly associated with communication, understood as an exchange and production of meaning in public space. The right to communicate is a basic right that permmite the exercise of other rights. Building a communications citizenship is presented as a challenge to all people, but especially for communicators. Participation, dialogue and accountability are key criteria for the exercise of the right to communication. Social mobilization is associated with the possibility of building public goods.
